Proposed Legislation Would Create Pilot Program To Allow Outfitter/Guides To Offset Fees With Trail Work

A bill has been proposed in Congress that would establish a pilot program in selected National Forests which would allow outfitters and guides to offset all or part of their land use fees under their permits by the cost of work performed in constructing, improving or maintaining trails.  The legislation, entitled National Forest System Trails Stewardship Act, was proposed as an effort to address the declining funds available to the Forest Service to maintain its 158,000 miles of trails.  The proposed legislation also authorizes a strategy to increase the use of volunteers for trail maintenance.
